The current PR implementation is a parse error because it parses as a single script.

export let count = 42

let count = 42

We need to parse it as a separate script, but I don't know how to merge the ScopeManager and parserServices generated by @typescript-eslint/parser.

I also considered adding {} to the <script setup> script to make it look like block scope, but we can't do this because of the import statement.

Changed to parse <script setup> and split it into import statements and other statements to build source code.
